P.S. Here is the scoop as best I could understand from my support person. There are TWO copies of the LIC, A and B. B has temp PTFs, A does not. Both are saved when you do a SAVSYS, both are wiped out when you do a LIC load. There is only one copy of the OS and licensed programs, and it includes all PTFs. When you boot to the A side, you are running PTF'd OS code on top of non-PTF'd LIC. (PTF'd and non-PTF'd referring to temporary PTFs only; permanent PTFs are always loaded for both LIC and OS.)
