How about a free download from Microsoft.  They have a conversion pack for
many versions of word.  I just downloaded the 2000 version which included a
RFT-DCA conversion.  Then using a net server share to the QDLS I opened the
folder with Windows Exploder.  Selected the RFTDCA document and open with
WinWord.  It auto magically opened it and looks real nice.

Actually it is EBCDIC data not compressed.

First Off I'm not an OfficeVision guy never had but a few clients and 
manage there own stuff...

I just had a client move from V4R4 to V5R1. After the upgrade they 
discovered they needed "4" docs from OV.  He can see the docs and tells me 
they RTF files. Is there a way to copy these to a PC and then into say 
WORD?  Copying them or drop/drag them via OPS Nav produces garbage. I 
assume it's compressed data.

If all else fails they will just re-create the docs in word, but if there 
is a simple and (CHEAP) way to move/copy ?? that would be great
