Eclipse is basically open source. It shouldn't matter. As far as Client Access Express, the software is free, you jsut need the appropriate licensing on the actual AS/400 you are conencting to. You would get the media from IBM, but I would assume you would have to tell them the neccessary account info. Otherwise, get it from the sysadmin. If he won't give it to you, then I would assume you aren't supposed to have it.
