In doing some stress testing, I found that the HTTP Server would lock up
when the number of connection requests from clients exceeded the number of
available threads configured for the server.  The following server
configuration settings seemed to solve the problem for me:

PersistTimeout 5 minutes
MaxPersistRequest 10000
MaxActiveThreads 100

Although it sounds like you may have a need for a larger MaxActiveThreads
directive.
