You are quite correct ... a SAVLIB (emphasize LIB) *NONSYS or *IBM save includes the IBM libraries; sure there are many Lic Pgms, i.e. Client Access, that use the IFS folders for storage; I seem to recall that SAP also uses it for some app data and program code! Check out this manual : http://publib.boulder.ibm.com/iseries/v5r2/ic2924/info/rzaj1/rzaj1.pdf on planning a backup strategy. I know of several companies here in the UK, that over the last six months have had disasters and no coherent set of backups.
