For economics, you can't beat Bradley Stones Spooled File Tools.

You can download a copy from www.bvstools.com.  I forget what the licensing fee 
is,
but it isn't more than a couple hundred bucks.  Lets you copy spooled files to 
HTML,
RTF, PTF, etc.  Also will email, if your iSeries' SMTP server is set up and 
running.
Has batch commands so you can automate these types of things. The product is
stable, works well, is easy to use and is well supported by it's author.

Granted that there may be things that packages like Create!form do that may not 
be
available in spltool, but this may be of some help, anyway.

FYI, I have no interest in the product, other than the fact that I am a 
satisfied
customer.
