When they sign on to the console it starts restricted state, does the RCLSTG, saves the entire system, etc, IPL's and starts a few jobs to run after the IPL. Hey IBM: how about adding an option to execute RCLSTG (at least the *DBXREF option) as part of the IPL process? Just my $.02?
