I would discourage CPYTOPCD. One of the main issues for
me is performance - the QDLS file system is relatively
slow. And there are easier ways to get packed data
translated. Alternatives include:

1. Client Access has an addin for Excel that downloads a
file directly into Excel.

2. CPYTOIMPF can give you a comma-separated-variable
(CSV) file directly from a physical file - or other
delimited types.

You don't need NetServer running for the first option
but you need to pay for licenses to download data. The
second works best if you have NetServer running, but it
can be done with 'batch' FTP, with the PC requesting the
file from the 400.
