Jim, Hypothetically speaking, if someone maxed out they interactive capacity of a 740 12-way, they would have a #1513 Interactive Feature Card, with a CPW rating of 4550. This makes the entire processor CPW available as interactive CPW. A 740 can be upgraded to an 830 or 840 and the #1513 can be converted to a #1537 (830) or a #1545 (840). Both of these interactive feature cards provide exactly the same interactive CPW, 4550. Admittedly, IBM's upgrade documentation is difficult to understand and I may have misinterpreted something. Are you sure that an MES would force you to increase your interactive CPW? I understand that IBM doesn't consider it an upgrade if you don't increase your processor CPW, but I'm surprised on the interactive side.
