Justin: So far, it doesn't seem if we know anything about how correct the basic network configuration is in the first place. E.g., have you tried any form of trace-route (tracert) yet? IMO, if you're going to be doing general IP configuration, you must have some tools. The first one I use is NeoTrace (which now is McAfee Visual Trace). It gives a useful picture of where the packets are going in the network and it very often shows that routes are not what I thought. ("Where'd THAT device/route come from? I never knew it was there.") There are others but I'm not familiar with them; I only know the value of a good tool. Find one and at least download/evaluate it in your situation. At the very least, you'll get a good education about your network.
