Data yes, because in fact it was saved. That is the size of the LF without access paths. One could argue that the developers of the System/38 should have realized how expensive access paths were to develop and have saved them by default. But then again, when the 38 was announced, it didn't even have tape drives. All it had was diskette magazines! I think that I heard a COMMON presenter say that in a future release the default might be changeable at the system level.
