Is there a way to determine whether access paths were saved on a SAVLIB for
which I have the tape but no other history?

I did a DSPTAP DEV(TAP01) DATA(*SAVRST) and the page header that prints
shows for every library:
      Access paths . . . . :   0

This, despite the fact that Size column shows the approximate size of the
file on the system and the Data column shows 'YES', as the following snippet
shows:

     Object       Type     Attribute     Size  Data
     $DSPFD$MBR   *FILE    PF         9470464  Yes
     $DSPFD$MB3   *FILE    LF          627712  Yes
     $DSPFD$MB1   *FILE    LF          495616  Yes
     $DSPFD$MB2   *FILE    LF          475136  Yes
