Over WAN, the timers on the controller description may not be allowing enough time for device to go active. Try increasing the timer value DEVWAITTMR to like 60 seconds. Have to Vary off/on after change. These printers are connected to virtual controllers and virtual printer devices. Only the controllers are on Active status while the devices are in Vary On Pending. So, the writers are not starting.
