CAE V5R1 problem

I just updated my Win98 desktop to CAE V5R1 from earlier CAE.
Worked fine. Downloaded & installed latest Service Pack SI02795.
Emulator will not connect. OPS Nav will and can display messages
etc. Called Support- couldn't really find problem, but my pc won't run
cwbping or telnet from dos prompt - error. Uninstalled Svc Pack.
Emulator works fine again. Dos ip stuff still fails- says "cannot execute..."
Any ideas?
