This message (CPF1052 probably) points to the most obvious problem. The cause 
of CPF1052 is given as:

Cause . . . . . :   ENDSBS *ALL is allowed only from an interactive job that is 
started from a *SIGNON workstation entry in the controlling subsystem. ENDSBS 
*ALL is not allowed from a target pass-through job.

If this is an Operations Console workstation, maybe the easiest way to tell is 
simply to minimize the session window to see what else is running on the 
desktop. In addition to the workstation session, there should be an OpsCon 
process that shows current status.
