Larry (and others who have failed in this way),
could you describe your environment a little better?
I searched ptfs for "extended base". Almost all related to either  Java
database access
or Management Central. If this extended base directory support includes
data,
perhaps your 4.4 or 4.5 machine had something corrupted prior to conversion
(a wild guess).
But it does sound like the manual ipl cleaned up the problem, which then
allowed you to complete
the install.
Can you say that all the "Prepare to Install" options were done, including
Cleanup options and
Verify Integrity of System Objects? (don't doubt that you did them, but
looking for some
pattern in all these problems). I have several V4R5-V5R1 upgrades to do
soon.
