It is possible for a user-state program belonging to an ordinary
user profile and that does not adopt authority and that does not call any
other programs to assume all authority on an AS/400, so the
authority checking is also not sufficient. The only way the AS/400
can be secure is if you
1) never allow a programmer access to it
2) never restore any programs to it
These two conditions are so severe that they
are rarely met.
