Some readers may not be familiar with how many machines you're talking
about.  I can't recall exact numbers, but I know it's a LOT of users.

We are a software vendor; we develop software on our development machine,
test it on our test machine and ship it out to our 50+ clients.  The person
who closest matches the DBA role has these responsibilities:

Perform actual database changes.  (Programmers cannot create files.)
Promote database changes to the QA system.
Promote database changes to customer systems.
Analyse potential impact of proposed database changes to customer systems.
Coordinate program object promotion with database object promotion.

During high-paced development (like now) this is a full time job.
