I did NOT test this, but I think you could
 chgusrprf ... supgrpprf(&supgrpprf *bcat &newentry)

If this doesn't work, take Al's advice and construct the entire CHGUSRPRF
command in a new string and run it via QCMDEXC:

chgvar &command ('chgusrprf usrprf(xxx) supgrpprf(' *cat supgrpprf *bcat
&newentry *cat ')'
call qcmdexc (&command &cmdvarlen)

Again, not tested.
