I haven't looked into this for long enough that I'm no longer sure, but I think devices that are varied off are unavailable. Therefore, you can have hundreds of unused virtual devices in varied off status and get the error message stating that no device is available. If a device is varied on but the wrong type, I think the system will delete it and recreate it as the proper type.
