QUSLMBR API... Change date is blank always?

I've been messing around with some APIs.  I tried the
QUSLMBR (list member) API.  Things work ok, except the last
change date field seems to always be blank.

I also tried the QUSRMBRD (retrieve member description) API
and it was blank there too.

But, in PDM, it shows the last change date just fine.  Where
would it be getting this date from?  I even tried making a
multi member file and changing only one member to see if it
was maybe using the last change date from the file, and not
the member, but it's not.

I even tried the RTVMBRD command and it didn't work...  The
last change date field was blank.

This is on V4R5.  Can someone see if they have the same
problem on their machine, or if it's a bug with V4R5?
