That's right. If you prompt the command, you'll notice that there are two choices for the destination, either a stream file or a database file. Stream files don't have to be in a folder, in the sense of QDLS objects, but they have to be in an ifs directory(folder) that isn't part of qsys.lib. A stream file is a collection of bytes on disk. Mostly what the operating system can know about it is its size and location.
