I have a C program that opens a pre-existing file for output. If another job
has the file allocated, I want to wait 5 or 10 seconds and then give up and
open a different pre-existing file. Yet it seems that whatever value I set
for WAITFILE on the physical file (there are no logicals) it always waits 60
seconds. Where else do I control this behavior?
