The library can be changed, but the library is not the saved object on the
SAVCHGOBJ command. The objects in the library are.

The object, being gone, is not saved to the tape, but the RSTOBJ command
does not delete the object, because as far as it's concerned the object is
not there. But the library, that's on the system during the restore does
have the object and it stays put. It's just not on the tape.
