First and foremost ... I work for a Change Control software vendor ... so 
my answers are a bit suspect <grin>

That said, I belive that any shop (even a shop of 1) would benefit from a 
good change control system.  Even if it's home grown.

I've worked in a number of shops that didn't use a change control system 
and we almost always lost track of what was going on in development, 
testing, and production.  The times that a program in development was moved 
into production at the wrong time are countless.

That has never happened while working at my current employer (who uses 
their own change control system to manage their development environments).

That's my $.02
