Enable the system job accounting journal... This will collect information on who is doing what on your system. You can also enable the system audit journal and then change user profiles so all commands executed by them are collected. This provides a very fine level of detail, but if you have lots of programmers, this will generate a LOT of data.... I would also recommend looking into a job accounting package like (Advanced Systems Concepts) ASC's Status/400, which I believe is now call OP Center Resource Accountant...
