If you DSPUSRPRF QUSER  and QTCP (or the profile running the target Telnet 
session) on the target system, is there a fairly low MAXSTG amount entered 
or is it *NOMAX  or a high value ?
One of these PTF's may help:

Newer releases should have that fix in the base code.

I am suddenly getting message TCP3427, Remote host system rejected the 
open attempt.

Cause .....This may have occured because the remote system does not have 
ports availabel for use or does not support TELNET.

I am telnet'd between the two systems & nothing that I am aware of has 
changed on either box.  Has anyone else experienced this?  I have used 
this command many times in the past. I don't know where to look
