IBM cannot support everything forever.  I think that this is reasonable, as 
opposed to the brain-dead stuff they are doing with Office Vision.  (The 
truth be known, I am not as upset about the withdrawal of OV/400 support, 
but given how heavily IBM pushed this clearly inferior product, and now 
they have the audacity to withdraw it.)

No.  If you really want to get something back to V3R7 or V4R1, compile/save 
it at V3R2, and then you will have to reencapsulate it.
