It's in section 1.2.27.1 of the V4R4 Memo to Users as follows ...

1.2.27.1  Subsystem QUSRWRK Added

 For V4R4, a new subsystem (QUSRWRK) is shipped with OS/400
 that should be started at each IPL.  Some of the prestart
 jobs that previously ran in the QSYSWRK subsystem now run in
 the QUSRWRK subsystem.  The IBM-supplied start-up program
 (QSYS/QSTRUP) starts this subsystem.

 If you have a start-up program of your own, it should be
 changed to also start the QUSRWRK subsystem.  If you do not
 change it to start the new subsystem, your jobs will run in
 the QSYSWRK subsystem.  However, you will not be using pre-
 start jobs, which may result in some performance degrada-
 tion.

 The following prestart jobs used by the host servers using
 TCP/IP no longer run in the QSYSWRK subsystem, but now run
 in the QUSRWRK subsystem:

   Job Name                   Server
   ----------                 ------
   QNPSERVS                   Network Print Server
   QZHQSSRV                   Data Queue Server
   QZRCSRVS                   Remote Command/DPC Server
   QZSCSRVS                   Central Server
   QZSOSIGN                   Signon Server

 When V4R4 is installed, the prestart job entries for these
 jobs are removed from the QSYSWRK subsystem description.  If
 you have made any modifications to these prestart job
 entries, you will need to make the same changes to the new
 prestart job entries that are contained in the QUSRWRK sub-
 system description.
