Thank you, thank you, thank you. It took all of 2 seconds to get working
(after I spent the entire morning on this). 

This step was definitely not in the Welcome CD, and if it was in the Client
Access manual, I certainly didn't find it. I now see a reference to setting
QAUTOVRT to < 0 for Graphical Access, but it doesn't say anything about it
for Emulation. 

On to the next part of the CD!
