I've had the same thing happen even when CA/400 wasn't running. It also can happen with SHIFT and CTRL. There is a feature in Windoze for the disabled that is called "Sticky Keys". This allows multi-key functions without simultaneous keys. It seems that even when the feature is not turned on it sneaks in when you least want it.
