NT to AS/400 USER MIGRATION -- MIDRANGE-L

I've found the CA/400 API that can be used to change a USERS password on
the AS/400. I need to know if anyone has found  and used a package that
will do a MASS Migration of NT users into an AS/400?

It's also my understanding the feature of keeping NT and an AS/400
passwords insync only works if NT is on the IPCS, Right? Wrong?
