You might want to look into net.data.  It has a reputation for so so
performance, but it doesn't sound like you're doing a high volume order
entry system or anything like that.  The scripting language is pretty
transparent and if you have the right ptfs you can call rpg programs
directly without using the stdin/stdout apis.  The stdin/stdout apis aren't
real hard; you can prototype them and just pass what you need to them
without thinking about it too much.  I've been playing with it in my spare
time and got my first script running in a couple of hours (other than the
several days I spent learning how to configure the HTTP server.)

News400 had a sample program in the March '99 issue.  Ignite 400
(http://www.ignite400.org/) has a lot of examples.  The IBM web site
(http://www.as400.ibm.com/netdata) is shockingly good.
