I took the path from Burroughs B1900 Junior Operator at 18, to God-like
AS/400 RPG programmer today. 

Learning to program is the easy bit, 
applying the programming logic to business requirements is the hard bit.

A 'logical' path would be from System Operator to Programmer Trainee to
Jr
Programmer to God-like programmer.  (:

We've used this path several times with great success.

Unfortunately, there were a number of others who wanted to take that
path
who were not given the opportunity (depending on the head of the
department
at the time), and who are now working at other companies as programmers.
