You are right in that it is not normal to CPYFRMQRYF and read the file.  I
used this when processing a file that had been FTP'd from an HP9000 to the
AS/400. The HP did the MRP and inventory control and the AS/400 did Sales
Order Processing.  Inventory records were 'disappearing' so I wanted a copy
of the file as received before processing and clearing the records from the
interface.  Method in my madness??  Anyway the fault was found and it put
our side in the clear.

It will read the record that POSDBF makes the current record. The reason you
see this behavior is that the input file for OPNQRYF is (must be) opened
with the SHARED(*YES) attribute. This means that there is only one file
cursor, and since the file remains open until you close it with the CLOF
command, the cursor stays at end of file where CPYFRMQRYF left it. If you
don't need to update the original data, why not just read your CPYFRMQRYF
output file? It will be quicker because only sequential access is required.
