Restoring Deleted records. -- MIDRANGE-L

Hi All,
I remember having seen an ad about a tool that restores deleted records.
I was just trying to understand how this tool works.
We know that the deleted records are still hanging there in the file until 
we do a reorganize. But how do we access these deleted  records and mark 
them back as active so that they appear in the file again. Any ideas would 
be greatly appreciated.
