Rob already half answered this question, but in the interests of allowing
my pedantic side free rein <g> let me take another stab at it.

The TGTRLS on the SAVxxx commands is only there to place the data on the
tape/save file in the proper format to be read by a prior release.  This
doesn't convert the objects to a prior release, it only means that the
earlier system can read the tape.

As for the objects themselves, you'll notice that there's a TGTRLS on the
CRTxxxPGM command.  When you compile to a prior release, you're generating
object code that is compatible with that release and later.

What this means is that you should compile your objects to TGTRLS(V3R2M0) -
perhaps in another library, to leave your "production" programs alone.
This will convert your programs to the earlier release.  Then, in order for
the CISC machine to be able to read the save tape, you'll need to do the
SAVxxx command with TGTRLS(V3R2M0).  An alternative is to SAV all the
source code using TGTRLS(V3R2M0) and then recompile it all on the CISC box.
