Al put it very clearly here:

Let me add one thing.  This manual is Large, I mean BIG, that is it
has lots of pages, many checklists, and more than a few warnings. 
This manual is FREE, that is NO CHARGE, GRATIS with your CISC to RISC
upgrade kit.  IBM would not spend this much money giving away FREE
publications if it were not REALLY REALLY important that EVERY
migration follow it.  Follow it correctly, EVERY step, and there are
no gotcha's.  Even better, pay someone such as a local BP who is
familiar with the process and has many successful conversions behind
them to do it for you.

It reminds me of the guy with the oil filter: "You can pay me now (do
it right) or PAY me later (problems problems problems)"
