What OS version you have ?
ANONYMOUS FTP support was added not very long ago.
When it is supported it is defaulted to reject. To enable it, you have to
register FTP user exit program.
More details in "TCP/IPConfiguration and Reference", if my memory does not fail
me...

Subject:  FTP





We have our AS/400 HTTP server running and have been serving up web pages on
our Intranet for a couple of months.
Now we want to start FTPing files to our remote PC's.
The PC's are connected to a frame relay network and access the AS/400
through Seagull GUI/Telnet.
All of the PC's have a browser and we would like to put a URL that would do
an anonymous FTP from a file in a directory on the AS/400.
We keep getting the "Log on attempt by user ANONYMOUS rejected"
Any ideas?
