Method 1.  Upgrade the 400 to V4R2 or greater.  Then you can use a feature 
called 'NetServer'. 

Method 2.  If copying from/to the PC to work on the data is okay then you can 
set up TCP/IP on the 400 and use FTP to upload/download the file to modify it.

How can I access a PC file in a folder on the AS/400 if the AS/400 does
not
have Client Access.  The AS/400 could be V3R2,V3R7 or V4R1.  Also this
would
need to be an automated process.  This file might need to be copied
to/from
PC.
