Try UPDDTA QATOCSTART and see if anything becomes apparent.  

I don't know the whole story behind QATOCSTART but I do know it is a listing of 
what does, and what doesn't start, on STRHOSTSVR(*ALL).

I also know it hasn't been available long, and everyone gets burned with it the 
first time they meet up with it.
