How about something like this ....

  Two dedicated jobs in the local and remot machines
   The first job in the local machine to monitor for new messages
    ...  the message components can be broken down and prepared for a
   Second Job in the local machine to SEND those Messages to the REMOTE machine
         using the SNDRMTCMD and DDM.
    Have a Job in the REMOTE machine putting the Message back together and 
forwarding
   the message to the desired REMOTE *MSGQ ....

   I used this process a while back and was simple enough for my needs.
