It wasn't published.  It is in the user contributed software section.
Go to the home page at www.news400.com, then click the Resources tab,
then Code, the Freeware/Shareware.  Then search for RTVCMDSRC or
peruse the listings.  I just looked; it is still there under
Programmer Aids.  This link may work directly:
