 Another exception is the library in the *LIBL.  The system assumes that
it's OK, since it couldn't get into the *LIBL if you aren't authorized.
BTW, this may not be true at level 50.)  There is no reason to keep
resolving to the library.

 If the object is qualified, then the *LIBL doesn't get searched and it
will resolve to the library.
