Well, I did this several years ago with a microcom QX4232bis 14400 modem.

That modem had switches to lock it into sync mode.  Once that was taken care 
of, I also got stuck getting it to dial. The trick was to set the switches so 
that it would dial entry number one when DTR was raised.  Happily enough, DTR 
is raised when the line is varied on, and dropped when it is varied off.   The 
AS/400 uses (I believe) the V.25bis dial command set, which is supposedly 
nothing like the AT command set.

If you can't set it to dial on dtr, then you probably have to change the AS/400 
line description to autodial(*no).  In that case, the system operator is 
prompted to manually dial the number and respond to an inquiry message when 
dialing is complete.  Yuk!
