It appears the release upgrades within a version for RISC machines have
(so far at least) completely waived the media/handling charge for the
CD-ROM distributed releases.  (This has been the case here in Canada for
V3R6 to V3R7, and V4R1 to V4R2).

I believe they only charge for releases distributed on tape (ie. all
CISC upgrades).
