I should have been clearer.  We have OV400 on the new machine but it's the
old version from our previous machine (V3R1), so QOFC is still there. When
trying to use WRKFLR, I get a message that the program is unobservable,
which makes sense IF it's part of OV/400.
I wonder if removing OV400 would have an effect?

WRKFLR should work without OfficeVision, but I recall there is some
gotcha with this. First check to see if you are enrolled in the SNADS
directory (WRKDIRE). This is required to use WRKFLR. If that doesn't
work create the library QOFC (empty, of course) and try it again.
