Limit User's Ability to run Interactive Query -- MIDRANGE-L

On V3R2, is there a way to prevent a user from interactively 
running an IBM Query by pressing the <F5> report key or taking 
option '1' submit interactively ?

There is a SYSVAL for run limit time, but this would affect all 
queries, batch and interactive.
