That was me.  For normal LIC PTF's, what you say is true, however this
option for IBM to designate a PTF to be "automatically permanently applied"
is relatively new, and they could easily have implemented it as the
following sequence:
1) IPL from A.
2) Apply these particular PTF's to both sides in one pass.
3) Restart IPL from A.
My speculation, based on observation and hints in PTF cover letters, is that
that's how it works.  Can anyone confirm or deny this for us, please?
