I know that Y2K is an issue they are currently trying to handle with their
own software. I suspect that their rewrite will also be to address this
issue, which means that they need to be done in a relatively short time
(since they haven't started yet). 

I wonder if someone told them that COBOL was better for solving the Y2K
issue? You never can tell what those consulting firms will say.
